A CDDO-Community Developmental Disability Organization, serves as the single point of application, eligibility determination and referral for persons desiring to receive community services within a particular service area.  The State of Kansas, together with County commissioners, designated certain service providers as CDDO’s in 1995   as part of the Developmental Disability Reform Act.  Flinthills Services, Inc. was appointed as the CDDO for the Butler County service area.

In April 2006, the Butler County Commissioners approved the concept of separating the CDDO from the Service Provider function at Flinthills Services, Inc.

CDDO of Butler County now serves as the point of entry to persons eligible to receive MR/DD funded services, as well as a reference point to other available services/supports for individuals not eligible for MR/DD services.

A CDDO contracts with the State of Kansas to ensure services are available locally.  It has affiliate relationships with Community Service Providers to ensure a wide range of services are available to all eligible individuals.  The CDDO also:

  • Acts as a central point of application and information for families
  • Determines eligibility for services and funding
  • Maintains a network of service providers and offers that choice annually to persons served
  • Reviews requests for service funding
  • Manages local, state and federal funding
  • Monitors services for quality assurance purposes
